The Cadian has more training in dealing with an unknown environment and operating without a squad, but a thermal detonator is going to be both unexpected (in terms of effect) and probably fatal, while the frag grenade could be deflected by the stormtrooper's armor. I'm not going to compare effective weapon ranges because I can't find anything consistent about las-weapons. If the Guardsman gets the drop on the stormtrooper then he probably wins, whereas the stormtrooper may not be able to take the cadian by surprise as well.

Cadian, Mordian, Catachan, Elysian, and Steel Legion troopers are actually very well trained soldiers. They only die in droves because the enemies they fight are so much more powerful than they are. The US Army can turn you into a Delta Force operator in 3 years, the IG grunts have been training since elementary school ages. And remember, the planetary governor usually sends only the best 5 or 10% of his guys to the Astra Militarum. The average Cadian or Catachan regiment should be composed entirely out of dudes who on Earth would be the equivalent of Rangers, Spetznaz, SAS, etc.

More like, they *could* be the equivalent of special forces units. A regular guardsman is basic infantry and not a special forces soldier. (Catachans used to be a different case, several editions ago. Forge World Elysians kind of still count.)

Anyway, it's quite clear that generally the IG's equivalent of special forces are Storm Troopers/Tempestus Scions. They are trained for more specialized roles than regular guardsmen.

... if the match was Stormtrooper (SW) vs. Storm Trooper (40k), the Storm Trooper would win, hands down.
