Why does "up to" need defining? Surely it's self-evident?

I think you missed the context in which I posted that.

Read Ghaz's post for clarification. It was a request of hypothetical gamers who would argue pivoting as "must pivot 90° before moving in a straight line."

I mean, I even quoted the relevant line. Had you read the quote and my post I think it would have been clear what I was talking about.
