For most of the orders the effect is not actually an attack though, it is something like "reroll ones this shooting phase" or "guns become rapid fire 2". So resolving the effect doesn't actually involve shooting.

The "effect" of an order is to buff the unit, it doesn't always cause the unit to immediately shoot. The only orders that happen immediately are "Move! Move! Move!" and "Fix Bayonets!", because they tell you to immediately do something.
