From the tyranid FAQ, recently updated.
Q: If my opponent has units that are set up after both armies
have deployed, when do I use the Sporefield Stratagem – before
or after those units are set up? If before, how do you determine
who would place their units first?
A: You use the Stratagem before any such units are set
up. If both players then have units with abilities that
allow them to be set up after both armies have deployed,
the players should roll off and the winner decides who
sets up their units first.

Edit: just re-read it... so if reading correctly, you use the Strat to add the Spore Mines, then roll off to see who places their units?

I dont think so. You roll off to see who decides who goes first. In our case the winner determines if the mines are placed first, or the ratlings.

It's the same as every sequencing effect that doesn't take place on a turn (pre game). If 2 or more effects happen at the same time roll off and winner decides the order.

It is because they allow you to play the Stratagem first, otherwise you wouldn't have the units to roll off for. The exact Stratagem text says you should wait until after the Ratlings. But it's clarified now! Happy to have it solved.

Roll off winner decides if he deploys a unit first or second. Then it would alternate like normal deployment.
So if the AM player won he would deploy a unit of ratlings, then the nid player would deploy a unit of spore mines, then ratlings, etc until all units are deployed.
No different than if both sides have infiltrators.

Wrong. As the FAQ states "... the winner decides who sets up their units first." Units, as in all of them and not just one and then alternate deploying the rest of the units.
