Yes no maybe so...GW and their shotty rules writing in action once again.

I won't comment about which it is because it's arguable I will comment how I generally handle such shotty rules. I would allow a reverse if your opponent believed that the character could not be targeted.
Give him a chance to choose a new spot perhaps not in LOS to save his bacon. OR if he insists and wants his character to drop right there, a simple roll - off will do.

Because on stuff like this until GW makes another FAQ ruling it's just going to be a not fun debate.

Personally I would go with it is allowed since the Character rule says they can't be targeted during the shooting phase but ultimately this one is going to be up to local interpretation until it is either FAQed or maybe some tourney guidance to reference.
