Collecting them with another Imperium army sounds like it could work. No one is playing guardsmen so I could collect either an Inquisitor and some Scions to accompany them, like Dandelion suggested, or a regiment of Death Korps or something

I like this suggestion!
I think if you have your heart set on them then you should play them. If not then I would look around at the other armies. GW has some amazing stuff out there so it shouldn't be hard to find another army that will capture your imagination. I remember my first time walking in a GW store I mentioned to the guy working there that I really liked the Space Wolves but he told me they sucked. This was before they got their reworked codex that made them so competitive way back when. I started Orks instead, loved them but eventually did start that SW army much later. I sold my Orks to fund the SW army and had a lot of fun with them until they went off the deep end with their wolf aesthetic.

Buy the exact same units as your friend and paint them to look like ghosts. Say they are the future ghosts of those Custodes. Chuckle maniacally.
