Seriously, nothing you can do to stop him. I've even stuck old brushes in the pot so he can't fit his face in there. He just shoves his face in the pot anyways, brush in the eye? Who cares, paint water tastes good.
Our paints are just as safe, they conform to ASTM standards (We did our homework  )

I'm a big fan of Reaper. In particular the MSP HD (High Density) line.
They have a quite a few sets that are good bang for the buck and come in handy carrying cases.

Also, someone mentioned using proper artists paints. While this isn't going to be cheaper up front I believe it would pay off in the long run since you're usually getting much larger pots.
Golden is probably the absolute best and if you want top quality I can't think of anyone who does a better, more consistent acrylic line. They also make really good gesso and sealer. Brush on polymer varnish with uvls, comes in the three standard finishes. Mix it with clean water and away you go. You can have it as thick or as thin as you need. I use it for sealing everything on a model. The model, the base, the flock. Yes, the flock too, even static grass. Mix it thin and let it flow onto your flock like a wash, clean up the excess that comes of the bottom of the base as the mixture permeates every nook and cranny and viola; sealed flock on your bases. It's really perfect for extra course sponge flocking to make little bushes and trees out of because it seals the whole bit of sponge and you don't get any little bits flaking off with use. Be warned though you must, must, let your model dry and cure completely before applying this varnish as it can lift pigments and you get a weird wash effect. Also for this reason you should always mix your varnish in a clean glass and use a dedicated brush that won't ever see paint.
I know you want cheap, but I have invested in a few Golden paints and the above mentioned varnish is my only varnish, even despite its strict cleanliness rules. I am very impressed by them. I bought an electric blue, a white and a black, tube of Golden acrylic and they lasted a very long time. Well over a year and through multiple projects and commissions. I still have some blue left actually.
A GW pot or MSP bottle? You need multiples of them to finish a standard size army.

Latex based? They're acrylics.
Latex acrylic is actually just acrylic. It mostly mean the paint has some bend and flex to it when it dries. If it's water based its acrylic. I don't think anyone makes a pure latex paint that isn't used for like... body painting.

I've got the feeling that you cannot sell toxic paints to kids.
That said, ASTM-D4236 apparently doesn't necessarily mean something is definitely non-toxic, but I don't think the major suppliers would risk getting sued.
However:

I'm not sure if non-toxic doesn't just apply to humans. After all, you can kill a cat with onions and chocolate.

I have tried everything! You take away the water, he waits. You replace the water with clean, get your own paint water, he drinks the paint water. You lock him out of the paint room, you have to repaint the door. I've even had to flick him on the head with a brush just so I could get a brush in the jar!
Lately however I've been waiting til he goes in for a gulp. I grab him a fresh pot of water and wait til he drinks his fill, sometimes he drinks two pots. Then I can usually get some painting in undisturbed. He is a weird cat...
But that's why you should get good paint! It mixes better with cat hair...
