The Space Wolf Terminators and a Custodes Shield Captain? Sure, they are new releases, but they can’t be considered as “supporting” kits in terms of in game development. (well, you could class the Captain as a supporting
HQ for Valdor – but it is more the fact that they have finally released a couple of
HQ models for a faction that previously had none.)
New models are always good for a game, but they aren’t representative of a game getting developed/fully supported. For example, the Space Wolves Terminators were previewed at the beginning of November 2017. They’re on pre-order now. Just over 4 months from preview to pre-order. It just implies that things are getting created, but it’s not a priority for release.
In comparison, Magnus was released with 1 named character, 1 dreadnought, 1 terminator squad, 1 castellax unit, 1 upgrade kit, 1 event only Praetor and a “duelling base” for him and Russ. There were also some Custodes,
SoS, Space Wolves and Thunderhawks available at the same time. Just before these, came the Space Wolves and Thousand Sons Contemptors, Moritats etc.
This was the last major release period for
HH, and it ended in June 2017. Yes, it takes time for things to be developed, but, as we can see with how 8th ed and the new specialist games, new model ranges are being created and released way quicker.
Priority is firmly away from
HH.

HH.
It diminishes your point as by pointing out that it was false. There was not a
whole weekend devoted to Horus Heresy. I was at the weekender and yeah, there was quite a bit of not
HH there.
Also I never said it was being sidelined, Kdash did, but:
The amount of resources devoted to
HH has reduced (artists working on Necro instead for example). The design team (3 people, 1 very new) is the largest team but lacks the clout that Alan brought (the number of times the team said "ask tony" or "tell tony" during the workshop was very telling).
I think people are seeing “side-lining” and misinterpreting it through slight panic.
HH isn’t going away – we know it isn’t. But, we have to face the fact that it is no longer a priority for the current
GW. Release schedules, quality and constant delays all point to that.
HH goes through peaks and troughs, in my view. It is currently in a trough, and will likely remain so until the release of book 8. At which point it will go through a bit of a “renaissance”. How long that lasts will depend on continued releases, updates, and the progression onto book 9. If we end up in another 2 year wait, then, naturally, it’ll re-enter a trough pretty quickly.
HH can’t compete with
40k. It, lags behind
AoS, and now it is suffering at the hands of Necromunda and specialist games. I believe it is still outpacing The Hobbit, but, from what I’ve heard that is growing in strength currently.
I’ve not touched my 30k Legions for about 6-7 months now. And I’m not the only one that has done so, and when that happens on the scale it has done,
GW are naturally going to take the opportunity to showcase their other, new, shinier games alongside its 2 main stays.
