Of course that's arbitary number throwing by GW. In reality it's how fast GW wants to be releasing them. They could release all 21 at once if they felt like doing so but that would actually be likely less profitable than releasing them in dribles.

Integral in the whole "fracture in horuses's armour" maybe buuuut

If you look at how Emps is portrayed in Master of Mankind and during the Indomitus Crusade... how harshly he reprimanded Lorgar etc the whole "seeing his most beloved son fall enraged the Emperor to the point of obliterating Horus utterly" yeah no.... more like He went "ow ffs fucboy's gona die... gues i better get off the can and deal with this... don't blame me if you get eaten by demons in the 5 seconds i'm not here"


Also coming from a warcraft background i'm really jaded when it comes to returning characters since every death is probably "only a setback"

And wasn't it established in a recent book... i forget the name, the one where "the golden one" finally snaps out of his 10k year meditation and some other primarch hints are dropped... that the primarch are
basically warp.... things, power, constructs, "souls" placed into bodies capable of sustaining them, but they ESSENTIALY all eternal. As long as Sanguinius's souls is floating around somewhere in the warp
if enough power (faith) is pumped into a suitable body well.....

Fair enough. I'd prefer they release primarchs into the game slowly though. We've gone from zero primarchs in 40k to three in what feels like a short time, it would be good to get one every year or two. I suppose I just don't want all of them appearing in (roughly) the same edition and the idea of primarchs in 40k to become inevitable and boring. Have one or two appear for major campaigns and have their return written into BL novels so every primarch appearance is a major event
