To be honest, games like BFG and Space Hulk Deathwing are done by small teams. They release with a decent amount of content, leave it to you to decide if it was worth it.
It's only natural that they can iterate and come out with a sequel that expands on that. Expansion packs don't really sell that well anymore, so better to go standalone.

What I'd like to know is why there hasn't been a "Papers, Please: 40K edition" yet. WHO DOESN'T want to be an imperial paper pusher, shuffling off heretics to an inquisitorial chamber to be water boarded by Inquisitor Cick Dheany of the Ordo Hereticus?

I could see a game being made like that. You have X number of Administratum adepts and have to juggle the throughput of various requests each with different processing times, priorities and with different wait times til something bad happens. One adept might process quickly but make more mistakes while another is meticulous but slow. Make too many mistakes and you get executed. Be too slow and fall behind too much and get executed.

I wonder how hard it would be to mod the original game? Someone who was motivated enough might be able to tweak the original.
It'd lose some of the draw of the original, though, since it'd be parodying a fictional system instead of a real-world one.

I had the chance to sit down with the Senior Producer (Andrew) of the upcoming game, Warhammer 40,000: Mechanicus. We played the game while discussing the story and all the features they have planned for it. I also got the chance to ask him some questions that were sent to me by you. This is the first time the game has been shown off!

@MadMuzza thank you for linking the video, I probably would have missed it otherwise.
From the interview and gameplay preview alone, my expectations for this game went from reserved to high. The devs are fluff bunnies with an unabashed passion for the project, and there’s already a lot of thinking evident about keeping the game enjoyable and about how to add replayability. The gameplay seems simple (so far) but the concept is solid, and the writing and animation shows a surprising amount of flair and polish for a game in alpha. Overall I anticipate more game previews and the eventual release.
