Tau plasma had -1S because it was safer, as Irbis said. The overcharged plasma profile in 7th was S7, and the safer one was S6. In 8th edition, the safer version of plasma is S7, and the overcharged is S8. Following that logic, the Tau Plasma should be S7 without the option to be overcharged, because plasma has received +1S in both of his modes, but only the Imperial version.
Of course Irbis will come and say how everything is horrible and Tau weapons should all be crap because by fluff they are inferior to Eldar, Space Marines and Necrons, ignoring that many, many Orks or Imperial Guard weapons are equally or even more powerfull than weapons from Necrons, Eldar or
SM.
Ingame stats =/= 100% depiction of the fluff.
By fluff 15 Space Marines should face 600 Orks in a 2k point battle.
