I guess I'd go with none of the above. I've always equated being a "good" x with being skilled at that particular thing, which, notably, is not an option. Confusing. If I had to make a choice above, I guess I'd choose someone who knows the rules? At least you can get through the game efficiently and properly that way.
For me, an ideal game is against a rock-hard competitive list run by a tactically skilled player who knows the rules well yet approaches the game with a friendly, pleasant attitude. That type of person is probably in short supply in the general population, but I have a few of them in the group I game with. Works for me!

Sportsmanship. I don't care if you're a brand new player to the game or you've been playing for 20+ years. If you've got a gakky attitude, you gloat over tabling your opponents, or you're constantly complaining about your underpowered lists, then I don't care to play the game with you.

Making good decisions in game isn't on your list of options.

This is an actual rule in the actual rulebook. Quit whining about how you can imagine someone's army touching you in a bad place and play by the actual rules.

Sportmanship before all, playing a jerk is whatsoever not funny.. Of course its always better that je knows the rules well to avoid checking but to be honest it is quite unavoidable at 40k, however ypu can still put up with somebody who often needs to look up things and things and things if he's a pleasant person besides.
If would never set requirement on painting, after all the guy might just be horribly bad at painting (I myself am) and maybe his various occupations such as work, family, whatever you like prevent him from painting the army up.

I went with rules, but feel the need to add ‘and play them.’ Something that not very many competitive players tend to do IMO.
Sportsmanship is a close second to that, and the reason it’s not on top is that it’s an ethical discussion that varies from player to player. It ranges from just being a cool guy, to playing each game as the best out there to improve everyone’s ‘standard’ of play.

I'm afraid not Blacksails, things aren't that simple these days. Without a Black AMEX you'll need to be verified manually.
It's a simple procedure that I'd be happy to help with. In order to establish a solid transaction basis, payment of a large deposit in unmarked, non-consecutive bills should be brought to my home address immediately, also a fully signed chequebook is mandatory for identification purposes and the process can be fast tracked for you with a little extra lubricant.
