no the veichles must be completely inside the terrain and also obscured at least 50%, is not enough touch the terrain to have cover anymore

Check the FAQ, just one toe in this case is enough, since you are 100% obscured by default.

Actually, the FAQ reversed that. Any part of the vehicle is sufficient.
