My advice from now on is instead of going round and round in circles wondering what is "the best" just go and play with a list that needs improvement and see how it actually fares.

If a vehicle-heavy list is made, I can put out lascannon dreadnoughts and put in an extra dev squad in place of the aggressors.
For flyer-heavy lists I could swap out the dreadnoughts and aggressors to put in whirlwinds and stormhawks.

Where is captain going?
I assume one lieutenant is staying back to give Devs reroll to wound of ones.
What are sergeants taking? Boltgun and chainsword is good combo if you don't have points for power weapons. Automatically Appended Next Post: to make your list legal points limit lose the hunter killer missiles. You don't need them with all those lascannons.

I'd drop the HK's, Missiles off the scouts and the Lascannon's on the dev squads.
I'd also pull the Aggressors into a single squad.
I think cherubs are max 1 per squad (could be wrong and can't be arsed digging out the codex, but if so another 15 spare pts.
This free's up ~ 150 pts for more AT to replace that lost. Maybe another dred?
Switch to Battalion + another detachment (probably the Heavy support one - can't remember stupid name).

Hi just wanted to add my 2 cents.
salamanders have one of the best chapter tactics among regular marines (competing with ravenguard) however when leveraging their chapter tactics they are at a big disadvantage when playing missions with killpoints. regular dicerolled games only involve killpoints in 1 of 6 scenarios but ITC and similar tournament missions always have them which rendered salamanders not competitive.
Id first consider all the tricks and advantages the salamanders can use and build on them.
first chapter tactics are amazing so always try to use MSU and always play dreadnoughts over vehicle alternatives. When fielding dreadnoughts dont load them up with too much dakka because they can only reroll 1 miss per shooting phase. For example a contemptor dreadnought with dreadnoughfist and kheres pattern assault cannon will on average miss 1 shot and can still charge and wreak havok in melee with more rerolls in the melee phase (perfect for chapter tactics).
I have heard there is a nice combo with the salamanderstactics for hellblasters standing next to a company ancient with a banner astartes. the tactics say whenever the salamanders unit shoots... so when you get your last shot from a dieing hellblaster you can use your chapter tactics reroll for each individual dead hellblaster.
second: vulkan he'stan is an amazing HQ for what he costs and brings to the table. i would never consider playing salamanders without him.
Nice tricks for him are putting him into a termite assault drill (which has a melta pistol) with a bunch of honor guards and company veteran squads of 2 with meltas and have them pop up in your opponents backfield to blast at tanks/knights. or have him escort a leviathan dreadnought with cyclonic melta lances (count as meltas) and go knight hunting.
third: they have a stratagem that gives flamers +1 to wound.
its not much but it can make a unit of 3 landspeeders with double heavy flamers great again. An average of 21 autohits with -1 that wound even knights on a 4+ (and rerolling wounds as well when next to vulkan) is nothing to scoff at.
fourth: due to your chaptertactics captains and lieutnants are worse for you then for other sm chaptera due to diminishing returns from their rerolls. so you can instead fill your HQ choices with maybe a librarian? chaplain dreadnoughts? (quite nice with the salamanders skin relic and might of heroes :-D) or maybe a techmarine with conversion beamer babysitting your contemptor mortis dreadnoughts with quadlascannons (for salamanders way better then laspreds)
