Huh, funny because house Van Saar are well-known for being outstanding Marksmen. The scale shifts, I'm well aware- but not THAT much.
And the lore is jam-packed with Guard Squads who've just been hurled into combat for the first time after their training. 'Regular Astra Militarum' isn't much of a thing, considering that every one of them is different. 'Being around a while' doesn't mean anything if you're not seasoned by combat.

Except there's some chicks that are vicious in melee combat with knives. Guys jacked up on Stims that can tear your arms off. Hi-tech weaponsmiths that are renowned for their craftsmanship and marksmanship. Uh... also crazy trash hobo religious weirdos, too. And then we've got some of the most elite Spymasters. Not entirely something that I'd disregard. Sure, they're not on par with that mob of 'hold the line' infantry that you're using. Individually, they could very well be some outstanding operatives.
And hey, unlike those 2 you mention-
they have models. Oh, and if I recall correctly- wasn't Vervunhive full of Gangers that managed to do just fine folding into Gaunt's Ghosts?
Do you even play Necromunda? It's sounds like you have a passing knowledge of it.
...also you DO realize there were rules originally for Guardsmen in Necromunda- and they weren't much more powerful than any of the gangers, in fact they were somewhat generic... right? Kinda busts the theory you have.

You should do exactly this. Or use them as Scions. It's
40k, as long as it looks like what it's supposed to represent on the tabletop, you should have no problems. And if someone doesn't like that, go find someone who actually wants to play a game instead of policing your models.

The only thing you'll have to get creative with? Grenade Launchers and Chainswords. And chainsword is just +1 attack if I remember correctly, so just glue one of the sheathed knives to the guy- now he has a 'chainsword'.
