Yes, absolutely i expect a company I buy books and models from to have a higher quality control, not having this expectaion is precisely why the video games industry is such a mess these days, accepting mediocrity is short sighted.
If GW wants to introduce new things, it needs to do it properly and make it consistent in universe, primaris absolutely were not done with enough thought and control when it comes to the lore.
Jumping straight into "solving the Primaris Issue" right from their initial release isnt an issue of Quality Control, its an issue of you having too high of expectations for something new being introduced to a setting. Its not their fault you dont like their introdcution. They are perfectly fine in thought and control as it comes to their introduction. We've yet to see how it continues to develop but to expect the entire story, and all of the problems it could cause and the resolution to those problems right from the get go is incredibly short sighted on your part and screams of needing instant gratification.
That’s a fair criticism to make I do have high expectations, thing is I can remember the years they spent dropping hints about the C’tan prior to them being released in 3rd, primaris are here and they are not going away, that’s fine, I’d have preferred they had made a build up in the fluff and then released them, rather than playing catch up with the fluff.
I get that they could have had some build up, but honestly its still all 40k, they do ass pulls all the time.
Anyway, I dont think the DA would just make them disappear as they are still a tool that has uses. Further more in regards to aberrant Chapters, the Space Wolves (as well as the Blood Angels) were left on the verge of extinction by recent events. They aren't really in a position to deny these reinforcements. The Space Wolves themselves are very pragmatic and would surely find a use for them, even if at first they have to use them in their Guilliman appointed roles.

they actually did do some build up BTW, Gathering storm was hinting at Primaris Marines from the start (seriously if you've got the books go re-read them you'll instantly see what I mean) we also saw Primarch DNA being used to improve Marines in the HH series. So looking back at it they may have been hinting at em for longer then we might think. In an ideal world we would have seen Cawl in the HH BEFORE we saw him in GS though.
Anyway people do need to remember Primaris Marines are new, right now we have 2 novels and a short story dealing with them. Not a lot of time for GW to build up lore. Let's wait and see, we've got 2 novels due in sept, and a follow up one to dark Imperium in October, those SHOULD provide us with some good data one way or another

Nurgle Chosen Marine on a Palanquin

This is by design, we know little about primaris as Cawl will betray the imperium. He will create the primaris versions of the traitor legions and have the existing primaris turn on their brethren. This will cause a massive wulfen and black rage eruption from both SW and BA, flaws that cawl was unable/unallowed to fix, so BA and SA will be out and about on some faraway mission when this happens.
I could also see him screwing with AI, and causing even bigger issues.

I think it's cute that people think GW's ultimate plan for Primaris Marines is "Heresy two primaris boogaloo"
