There are relatively safer and relatively more dangerous ways of channelling psychic powers. An eldar farseer is much less likely to end up getting possessed by a daemon than an untrained human psyker.

A SW rune priest and a TS sorcerer are both psykers, but they tap the power of the Warp in rather different ways. Rune priests actually seem to have stumbled upon some of the same techniques that eldar psykers use (e.g. the use of runes, and the filtering of the raw Warp through a planet's world spirit). Meanwhile, the pre-Heresy TS were making pacts with daemons (the so-called 'tutelaries').

It is suggested in Scars by a White Scars librarian that the Emperor ruled against Magnus at Nikea largely because Magnus had inadvertently made clear that he and the TS had no idea how dangerous the Warp could be and had no real sense of caution, unlike WS and SW psykers.

A little bit of righteous anger now and then is good, actually. Don't trust a person who never gets angry.

The Imperium as a rule roots out psykers to protect itself from Chaos.

Psykers in other parts of the Adeptus Terra (apart from the Space Marine LIbrarius) are strictly controlled and often soul-bound to the Emperor.

The only "free" psykers are Imperial Inquisitors and even they are subject to strict scrutiny from their peers.

No-one in the Imperium trusts psykers, seeing them as having access to powers and knowledge that only the Emperor can truly control. Some Space Marine Chapters and many Ordo Hereticus Inquisitors refuse to associate at all or utilise pyskers.

However, psykers are and always will be the most potent weapon against Chaos. And that is why the Imperium uses them. Note I say use.

Psykers have 3 roles in the Imperium. As weapons against Chaos, as part of an Astropathic choir, or as food for the Emperor.

In earlier fluff, before the Horus Heresy novel series, Nicaea outlawed sorcery. And Magnus got in trouble by using Sorcery and breaking the Emperors *toys* doing so.
