I think they were being a bit pendantic but it was an Unnecessary use of a technical term. There is no rule in the universe that states you must have a “natural” balance between oxygen consumption and creation. What you need is a survivable level of oxygen with a method for removing carbon dioxide. What ever that means. Doesn’t have to terra forming. Any life support style system will do. In 40k they are a very long way away from equilibrium.
