True, we don't know 100%. There are some *very strong hints* in the CWE books (and elsewhere). But not 100% canon.

We also have a hint the other way now. In WD 273, the Blackstone Fortresses were revealed to have been created by the Eldar smith god, Vaul, to use against the C'tan during the War in Heaven. The recent Blackstone Fortress game fluff implies they were created by the Old Ones. Now granted these are both just legends but could be mutually true if the Eldar gods were actually Old Ones (or at least started out as Old Ones before either ascending to some sort of godhood or creating gods in the Warp in their reflected image).
