I'd point to a lot of the Beast Arises series as the Orks were pretty ridiculous.

1. Sending Ork Diplomats to Terra to essentially say "Bend the knee or get krumped."

2. An entire Terran Militia being destroyed by a winking attack moon.

3. That time the Imperial Fists were investigating a ship for Ork activity only to accidentally walk into a room full of Kommandos.

4. Vulkan telling the Imperial Fists that he'll tell Dorn how well they are doing next time he sees him just as he jumps out of a Thunderhawk.

I love 3 and 4, 3 especially because of how surprising and awkward a situation like that can be for a Space Marine.

Some of the fluff in the original 40K Rogue Trader book was certainly funny. For example punishments for crimes - usually execution, but for something minor like littering or turning in library books late you can get away with only lifetime service in the Imperial Guard...
