Either way, it sounds like you do get the benefit of it, unless it specifies "units on the battlefield".

You can re-roll failed hit rolls of 1 for affected units in the Shooting phase.
Then I would say that yes, you can benefit from this as there is nothing dictating that the unit has to be on the battlefield (which would prevent a unit in a vehicle from having it as they are specifically "removed from the battlefield", and as per my previous reasoning, the unit can be affected by its own rules.
The fact that this uses the word "Affected" gives it a very strong link to the rule in question, but as we have already found that the unit can only not be affected "normally" and can't shoot "normally", as they are shooting it is not "normal" and as such neither restriction applies.
