Magnus did not fail to convince the emperor because the emperor had already made up his mind: That nobody was responsible enough to use psychic powers except him. The emperor never claimed that the downsides outweighed the benefits, merely that he didn't think that anyone else except for him was responsible enough to use them.
Secondly, Russ was absolutely ignorant of sorcery and psychic powers. Enough so to delude himself that rune priests weren't "psykers" in his mind. The edict at nikaea didn't just ban the dangerous stuff the 1k sons were doing, it banned ALL psychic powers.
That's completely false. It banned the use of psychic powers IN THE LEGIONS only. The Imperium is entirely reliant on Psykers for warp travel (Navigators) and interstellar communication (the Astropaths).

Possible. But he also said that Nikaea's verdict was due to the Emperor thinking that nobody else should use psychic powers.

I meant that psychic powers were completely banned for use in the space marine legions. Astropaths and navigators were indeed exempt from the ban. I apologize for misspeaking.
Although I do think that if the emperor could have gotten away with banning navigators and astropaths as well, he would have done it.

Russ is by far my least favorite primarch. The thing that puts him over the edge for me so hard and makes me hate him even more than Dorn and Lorgar was his sheer, unapologetic hypocrisy. I personally don't understand how the other primarchs could stand him, and I had little moments of catharsis when at various times Dorn, Angron, and Bjorn tell him straight to his face that he is a hypocritical a-hole.

That was 100% the end-game plan to at least scrap the Navigators once the Webway Project was over. Don't know about the Astropaths though.

Astropaths would have been rendered just as obsolete as Navigators by the Webway project. You could literally just run a standard electric telegraph system through the Webway to carry messages from any Imperial world to any other Imperial world. Or, you know, just send servitors running through the Webway with messages written on scrolls if you want super low-tech.

What annoys me about Russ other then his hypocricy is that he was the SECOND found son .
Had he wanted to steer the use of psykers into using their powers in a way that he deemed safe he could have done so.
Magnus for all his faults Sanguinus and the Khan actually tried to set up rules and restrictions in the use of psykers.
Russ did nothing other then saying "your doing it wrong !"

Yes and no
Magnus on a personal level did not care for rules but he was willing to discuss the need for rules with the khan and sanguinus.
Russ was not willing to do even that
