1. Any imperium for the most part but with new rules for sisters around the corner you may want to wait.

2. If your gonna start marines go on eBay or to your local store if they have it and get the apocalypse box. You usually find it for 170-180 and it saves you 100 dollars or if you prefer the dreadnought and captain are free

3. Go for it, one prroviso Come up with a chapter name and go. There are also a few chapters in purple but none come to mind.

Rules wise: Anything Imperial - Space Marines, Astra Militarium (also known as the Imperial Guard), Grey Knights (a type of Space Marine), even the Adeptus Mechanicus & Knight houses (the big robot looking things).

Fluff/Lore wise: The Guard & Grey Knights more commonly, then Marines, then Knight houses (the odds of seeing marines on a battlefield is higher than Knights at least lore wise). The Ad Mech? Yeah, they're Imperial. But they do their own thing a lot of times.
Really though any of these can be justified by writing some backstory for your army and/or just outright saying "I liked these & the rules let me".

If you're talking about which exact faction of SoB? Any.

Concerning SoB..... While I'll often deride those espousing the "Wait for....." type of advice? In this case that really is the best advice. Because come Nov. the SoB get their 8thed codex & a full range of new plastic kits.

The codex first. Read through all the units & see what you like. Then buy that.

Nope. Painting them purple won't affect anything rules-wise - unless your playing in tourneys/events where there's some kind of further restriction.
