It seems to be something along those lines. The clearest indication we have of this is the short story "Shadows of the Past". In this story a bunch of Word Bearers are trying to build a Chaos shrine on a recently conquered world but something keeps attacking them and picking them off messily one by one. Thinking it is a daemon, they summon Lorgar (now ascended to daemonhood) to banish the menace.
Instead, the "monster" turns out to be Corax who has entered the eye to hunt his renegade brothers. Corax has developed several new powers since the Heresy including the ability to merge with shadows and transform into a murder of crows. Corax claims that being this close to the warp has revealed his true nature. This certainly supports the idea that the Primarchs are essentially "bottled warp juice".
Corax then proceeds to prove his point by curb-stomping Lorgar until he flees through a warp portal and seals it up behind him. This seems to be the Word Bearer's secret shame. Their Primarch hasn't spent 9000 years in seclusion learning the glory of Chaos, he has been hiding from Corax.
This does mean that something of the dead Primarchs might yet survive in the Warp. Ferrus is in deed briefly reincarnated as a fiery spectre in "Master of Mankind" by the Emperor. Only Horus is confirmed as completely dead as the Emperor totally annihilated his soul in the warp to prevent the Chaos powers resurrecting him.
