Tau are just starting to get into titans; for the longest time in their fluff they viewed titans (Knights and bigger) as impratical wastes of resources. Apparently, however, their contact with the Imperium of Man and the difficulties they've had facing those giants has somewhat changed their mind - though apparently, they're still learning how they can make such massive machines work. I think their biggest is currently the Taunar, which I believe is smaller than a Reaver.

As for Eldar, largest I'm aware of is the Phantom. I don't think they have anything comparatively as large as the Imperator, and probably think the Mon-kein have some sort of complex that they need to oversize their warmachines to fit their savage natures.

Do Dark Eldar even have Titans?
