The word you want there is "detachment", not army. Because the codex forces a player that actually wants to field multiple colors of Chaos (in the name of variety), to put each color in a separate detachment if they want to avoid being useless.

Craftworld eldar are hit particularly hard, as we have many different units, but at least 60% of them never see the table because they are absolutely terrible for any purpose whatsoever. Not to mention not being able to take minimum two fire prisms makes them pretty worthless as well.Can I make an army in your format? probably, but it wouldn’t be a particularly good one, even by casual standards.

This is very much a "strong get stronger" solution.

"'players must agree how they are going to select their armies, and if any restrictions apply to the number and type of models they can use."

This is an actual rule in the actual rulebook. Quit whining about how you can imagine someone's army touching you in a bad place and play by the actual rules.
