It depends. Playing locally, maybe people won't care. If you want to go to big tournaments, LVO this year has required people to re-base to match current sizing, and others may well follow the same path.

I would be surprised if the other ITC tournaments didn’t make that mandatory, fixes some of the shenanigans people may try to pull with different base sizes. It also fixes Guilliman on a knight base.

I bought a bunch of 32mm base adapter rings for my Sisters. Local rules say to use the most current base size in competitive play.
This. No need to re-work painted stuff or to adapt metal slotted miniatures into the new bases. With the appropriate adapter rings problem solved with no effort.

does anyone make 25mm to 40mm adapters? I'd like to upscale my old Terminators without too much hassle.

My favorite thing to do when GW bumps the base size of a long established unit is use it as an excuse to further differentiate a unit leader. The 'joes' will remain on the smaller base, while the Sgt/Champ gets the new bigger size.

Unless someone is doing something super cheesy with it in a casual game use whatever base you want within reason. One of my friends in previous additions would mix in 1 old termie with new models to reduce the footprint for deep striking, we called him out for being super cheesy since he was only using the older models to get an advantage.

Yeah, I don't even use GW bases, so I just go with whatever "fits" the aesthetic of the mini and fits easily in a case. I have a hatred for 40mm bases on infantry figures, etc., so I commonly use 30mm rounds for things like Wraithguard, etc.
However, I'm not tri-pointing or scamming sizes to get bonus close combat ranks, etc. etc.

The old attack bike models didn't have bases, and I'm fairly certain that the 2012 box doesn't, either. So that eBay seller you got the attack bikes from probably didn't give you any because they didn't get any.
To be frank, when GW changed the Ork and Space Marine base sizes from 25mm to 32mm, that probably killed off a chunk of the "We have to keep up with the official base size changes" crowd. Because rebasing a squad is one thing, rebasing your entire collection is another.
If you don't have a base for the attack bike, you end up having to measure to the hull of the vehicle, obnoxious irregular shape and all. If you want to prevent the model getting chipped, and don't want to deal with fiddly measurements, put it on the smallest round base it'll fit on.
I just got a attack bike last month ordered from the flgs as it was not in stock, no base in the box. granted I am putting it on a base as I am chopping it up for the base of a deffkilla wartrike with a looted theme, but current model does not include a base.

What I’ve heard suggested is to just set your old termies on top of a 40mm and the blend the bases together with some filler. Helps even out the scale creep of the old guys as well.
Back when deep strike scatter and blast templates were a thing I had mixed blessings with my small based terminators. The smaller footprint let you DS more aggressively, which was nice. I think in all my time playing there was only one instance where if I was on a larger base, I would have mishapped though. But there were also times the whole squad would fit under a template. I have a bad memory of some eldar psychic flame template thing evaporating everyone after I blipped in.
For most cases, the pros/cons of base sizes even out. But if you go to extremes, MFA can rear its ugly head.

I bought an Inquisitor model, and the GW website says it comes on a 25 mm base. I don't really want to put it on that base because I like the way the larger bases look. Also, the special character inquisitors come on bigger bases. But, the Inquisitor does have an aura ability, so it does make me hesitate. I'm not modeling for advantage, but it might come up. If the aura comes down to a couple of mms, I suppose I can just say it's not in range.

Both Greyfax and Eisenhorn come with a 32mm base. Also, most of the converted example Inquisitors accompanying the Inquisition WD article are on a 32mm base. It is fine. If someone really has a problem with it you can always count the aura to be 3,5mm smaller.
Also, I noticed that the new Repentia come on 28mm base. Apparently new Banshees are on these as well. It is actually a pretty nice base size. Many human sized models look a bit camped on 25mm but 32mm looks too big. It is just annoying that they do not sell them separately yet. It is also annoying that there are no 28mm versions of any of the GW's textured bases.
Does anyone know if there is any third party manufacturer that does 28mm bases with a GW-style bevelled edge?

To be honest, I'm cheap and lazy enough that this is what I'd do for a 'we're publishing a list of the correct base sizes for your models' tournament.
The cheap part: There are lots of places where you can get bulk laser cut wood bases. That'll be a lot cheaper than paying for GW bags of bases.
The lazy part: Just glue the existing base onto the wood cut base. Realistically, getting a slotta base model off of a slotta base is going to involve either breaking the base, or breaking a varnish seal.
Optional step: Stain the wood cut bases.
And it's easier and safer to separate a plastic base and a wood base later if you decide to try something else.

Also of note for changing bases... 3d printing base rings to snap on are super cheap I make em for pennies in personal cost each
