Ehhh maybe not. They have exclusivity agreements with the Sisters of Battle so it's hardly a stretch they'd do the same for DA.

The Caliban system is basically an asteroid field and the odd Consecrator "salvage" team nowadays. I'm pretty sure the Rock can manufacture things though.

What story is this in?

It's the story where Luther escapes the rock. It begins with Grey Knights visiting the Rock on a totally surprise inspection. The GK goes to the mofficer who greet's him "everything okay here? Need any help" The DA officer replies "yeha why you ask?" To which the GK responds "because thats a deamon over there" and points at an astartes.

All of a sudden a bunch of mairnes reveal themselves to secretly be changelings and battle ensues. Luther escapes because a changeling makes their way to under the rock and flips the switch. Along the way comes across a watcher, the watchers stares intensely. The changeling runs away scared.

Then later on after the battle and everyone departs and Dark Angels forces are depleted someone Bobby G turns up at the rock. Azraels debates for a moment wondering if Bobby G is here to exterminate the Dark Angels because secrets and thinks should he strike first? He decides against it, bobby G lands none the wiser and gives the DA some primaris.

The Watchers are some kind of Anti-Chaos beings. They could be warp-based, but they are not Chaos.
