Was it intentional though? I mean, it is clear that splicing in canine genes etc was deliberate but I thought the desired outcome was to enhance the Space Wolves with pack/team behaviour and loyalty, maybe some ferocity. The mutation into Wulfen seems to me to be an unintended consequence.

The only things the canis helix does is give leathery skin, fangs after a few hundred years and better smelling. That's not worth much when you're a space marine. But Wulfen are naturally resistant to chaos corruption which IS valuable.

Wulfen have a very significant benefit that's very helpful to someone who wants to defeat Chaos. Plus it's a huge problem to just not notice or notice and ignore. It seems to me that the wulfen are the whole point of the canis helix.

That’s fair, I’m not particularly familiar with SW lore. Does it say this anywhere or is it the usual GW ambiguity where were told titbits and left to draw our own conclusions?

The parts about the Canis Helix benefits and Wulfen being chaos resistant is something I'm 90% sure is lore. The bit about that being planned is from my headcanon.

This was discussed in a thread not long ago, but no one could provide any proof of this. SW wearing wolf tail talismans are more resistant to psychic attacks, but that is about it (in regards to codex lore).

Apparently it's from the Eye of Terror codex from 3rd or that's what lexicanium says at least.
