I think a full army would kind of cheapen the model. I really like the model and having it as unaligned makes it so any army can pick one up and slot it in. I think GW should have more unaligned units/models

I only remember the RT lore as them being associated with Tyranids.

Wouldn't mind them returning as mercenary units, but don't think there's a need to make them a full-blown faction.

Honestly, I'd like to see a few more 40K units become mercenary - Stormboyz, Flashgitz, Guard/PDF (usable as Gu'vesa in Tau, allies to Orks & Chaos, slaves to Dark Eldar) as well as some brand new units that have no specific loyalty and can work for most anyone (Squat/Demiurge anyone?).
