I use mostly oldmarines in my Space Wolves lists.

Grey Hunters with Plasmaguns for troops; and vanilla marines can get good mileage out of Scouts if you win the deploy roll-off to keep his Infiltrators and Invictors out of your face.
I also make extensive use of Long Fangs-my Devastators.

Beware of relying too much on your 3+; with the native AP1 and Doctrines for another +1AP, Primaris Marines and Marines in general are basically perfect MEQ-killers

Even in Primaris-Only, he has a lot of options that might make it hard to make a counter-list. That said; you probably want to look for good-AP D2 units; like Plasmaguns and Autocannons.

A Leviathan Dread will probably be a very ideal option for you; with a lot of middle-AP D2 shots for wiping away Primaris infantry and lighter vehicles.

The Whirlwind, Whirlwind Scorpius, and Vindicator may also prove valuable to you. The Whirlwind is IF, and the Scorpius can alpha strike very well. The Vindicator is very cheap for what it brings; it can easily trade with most other tanks and if it kills almost anything it will return it's value.
