Rulebook, codex and *one* supplement is 3 books ... nothing else. I got off the rule train with Vigilus... but at the least I’d be looking at Rulebook, Codex.... Vigilus, PA, and Guard doesn’t have a supplement Codex but most “vanilla” Marines do. At least 5 books, plus FAQ’s, so I’d say it’s safe to assume 5 books and 5 faqs... at least 10 rules sources for Salamanders, for example. Plus CA and FAQ for many, is 12 rules sources.

And there are 6 layers of rules to account for... unless you have super-sub-faction rules in your Codex supplying even more layers... plus an allied detachment? Probably another Codex, the Vigilus and PA for that faction, and their FAQs is now 18 rules sources.

I’m not saying that’s required... but in 2nd ed through 5th edition your max was around 5 sources. I feel there’s validity in wanting fewer rules *options*.

The points increase needs to be applied to appropriate models, not just across the board. Let's say Vanguard Vets with no Chapter rules are worth 60 pts per model and White Scars Vanguard Vets are worth 68 pts per model then WS should pay 64-67 pts and Chapters with no relevant rules for Vanguard Vets should pay 60. White Scars Vanguard Vets should not cost so much that they actually become less viable, but they shouldn't just get free buffs either, that's a recipe for making it so that Imperial Fists never pick Vanguard Vets and White Scars never pick Devastator Squads. Doctrines and Super Doctrines do not encourage taking a varied White Scars or Imperial Fists list, you still need to soup if you want to have a varied list, you're just being even more heavily pushed towards building spammy mono-sub-faction lists, rather than varied sub-faction lists which is my ideal world.

I think the easiest thing to do would be to have no Chapter Tactics, it's impossible to balance properly and has an enormous effect that isn't always fluffy. White Scars has as many Devastator Squads as Imperial Fists, you wouldn't get that idea from most lists featuring these factions. If GW really do want people to bring cool fluffy lists they've done a poor job, they're heavily incentivising mono-sub-faction spammy lists. Getting rid of spammy lists comes down to letting Stratagems rather than Chapter Tactics define a sub-faction.

I think putting individual pts on relics makes more sense than tying it with sub-faction. Buff the weakest Relics so they are worth spending 1 CP on and then have the ones more powerful than 1 CP cost extra pts. I don't think having a large number of relics available needs to be taxed, as long as they are all mostly viable I think it's fine.

Stratagems should be updated once a year at the same time as pts and everyone should have either 15 or at most 20 Stratagems available or should limit themselves when list-building to between 3 and 10 Stratagems. One option would be for everyone to share the same Stratagems, that way you could have 30 or 40 Stratagems without overloading the number of Stratagems in the game, hundreds of Stratagems is too much for my liking.
