Knowing all the rules at this point is an unrealistic expectation to put on yourself. Know the core book and the rules you’re using. I think regular 40k is just too big to take any other way at this point.

I thought GW has put some emphasize on new players with the announcement of the 8th ed.

My issue with being "up to date" to play even semi competitive games is that the more complex each army is, the more likely it will be that an opponent doesn't know their own Army's rules.
So if I want to play semi competitive, I have to know ALL Armies rules so I can correct my opponent if they either cheat or accidentally gimp themselves.
That's just far too time intensive now.
So I guess I'll have to just stick with Marines, Chaos and Eldar because that's what we can play at home.

This is a problem I've been trying to solve, but I've been waiting to see what direction GW is going in. Once I see what their app does i'll move forward.

I gave up on keeping up with rules once the “expansion” books like Vigilus and Psychic Awakening came out. That also coincided with my group losing interest in 40k as our go-to game.

As a newbie who just bought second hand models and an 8th ed core rules and SM codex weeks? prior to the announcement of 9th I'm. . . bewildered?
Going to hunker down and paint some.
Wait and see how rules shake out and if Primaris will completely replace the marines I just bought.
In saying that I'm coming at it more from an art first play second POV so it just means that the art side of the models takes and even more driving seat position in my mind, don't know if i'll ever actually play a game or not.

Not overwhelmed more...tired.
I just have no motivation to play 40k anymore and GW keeps lumping more and more crap onto the pile of rules to keep up with and I'm beginning to feel more and more that it's just not worth it.
I have no problems storing rules in my head as I play this and still remember the basics of several other wargames as well as 50-odd board games and counting but its all just so tiring trying to keep up, especially when you're 20+ years in the hobby and have 7 different factions rules constantly having more stuff being added. I liked 40k 8th cause you could just chuck dice and have a laugh but its becoming more tournamenty now and I just cannot be arsed. I think I'm sitting this edition out.

In general, I don't like the bullet points. The sentence fragments they decided to go with lack precision. And they just flatly leave stuff out (see the flying bullet points, where the very important stuff about engagement range just doesn't come up _at all_)
This is one of the reasons my group is waiting on the switch to 9th. My fear is a lot of people are going to look at the rules, then just say "meh" and use the bullets instead. Since you can't play properly with the bullets, there's going to be a lot of chaos in pick up games as you'll have some people who THINK they know the rules because they know the bullets, and the people who ACTUALLY READ all the real rules.
We're just going to hunker down in our little 4 man group and keep playing 8th for a bit until GW smooths all that out.
The point of bullet points is to not have entire sentences, to not have all the details, so that you have a very short answer that's sufficient in most cases. It works fine for me, but ymmv of course.
Where in the flying rules is something important about engagement range though? By being allowed to fly over models I simply assumed that since this includes enemy models, too, that this means I can move within engagement range, but can't end the movement in engagement range - it's kinda obvious. The full text goes into these details precisely because some people would start arguing that since you can't enter engagement range during normal movement you couldn't fly over their models, even though that is clearly the intention.
For most people that wouldn't even come up, so it doesn't have to be in the bullet points.

Picking it back up after only a few months hiatus is going to feel like starting all over again.
I'm not really sure what the point of this post is. But I was compelled to write it out.

This is why I have been collecting 6th and 8th edition fantasy stuff. There is something nice about a game which is set, where you can take your time, collect the stuff you want knowing that things won't change on you in a second. I totally get what you mean.

I am just skipping over almost all the 9th ed topics since i will never play it, i took one look at the rules and decided it wasn't 40K to me. i play with a group that uses all compatible codexes from 3rd-7th edition in the 5th edition core rules set. it's a ton of fun, it's a far better system than 9th. it already fixed all the things they are trying to re-fix by releasing 9th. Just like you said, all the books are out, all the FAQs are done nothing will ever get changed or deleted ever again. in my experience 5th ed is the best edition of the game to date and with a few house rules like adding in snap fire and overwatch from 6th&7th ed makes it even better.
I think 6th ed fantasy is probably in the same boat.
