I'm really confused by this question. Non-battleforged armies have never received CPs, since the introduction of both in 8th edition.

Yes, although I tend more towards two Battalions and a Brigade. That saves a little on the tax units.
If you want to jam more infantry into your Guard Army, you need to expand beyond the Infantry Squad. The Elites slot has lots of space for 4-model Command Squads, 10-model Veteran Squads, and 6-model Special Weapons Squads. That means two Battalions gives you the space for 24 squads (12 Troops and 12 Elites) minus any non-squad Elites you need to pick. Or pay the Bridage tax units for a Brigade + Battalion for up 18 Troops and 14 Elites, 32 squads in total.

I'm fairly certain the point is just to troll the board. OP just dropped some nonsense and hasn't been heard from since. This thread belongs in the bin.
