iirc Nemesor Zahndrekh isn't delusional, he has been ..."retconned" into simply acting like he has robot alzheimers because:
A) it works to his advantage as his opponents will think him foolish and hence underestimate him, making them easier to defeat.
B) he's a massive troll and screwing with people - including Obyron - is his favorite pasttime. It's not easy to maintain a hobby when you're millions of years old. Heck, his model is even dabbing.
I'd stick that in spoilers cause its sort of a big thing in the Severed novel.

Although given that the supposed tactical genius seems to unaware that Doomsady Arks can fly, maybe he's just pretending to be insane because he actually is so insane that he isn't aware of how insane he actually is..?

Why must all Necron fiction be so dumb?
Guess GW had to build in some weaknesses to the Necrons since they were portrayed as high tech, tough, and numerous. Portrayal of it though is certainly ham fisted. Despite how it is mentioned how much the Necrons dislike any psychic related stuff, they certainly don't seem to have any special weakness to it.

I could see some necrons not hating humans, especially ones not driven to nihilism like the destroyers or abject murderous insanity like the Maynarkh dynasty. Even the silent king did not hate humans., He said that humanities goal or a galaxy they and they alone ruled was incompatible with the necrons goal, so they must have conflict, but I don't believe he hated humans and even respected some. If it's possible for necrons to achieve their goal without the annihilation of humanity i think he would do so. In order to survive humanity or at least a lot of human worlds might accede to necron demands. As horrible as most people's lives are under the imperium many might not be worse off under the silent king's rule.
Also I think the SK and the emperor could understand each other, Both were great leaders of a great race, both meant well for their people, both made terrible mistakes, both failed their races and both seek to redeem themselves and lead their races to a better future.
The silent king has wandered the universe for 60 million years, the emperor has endured 10,00 years on the golden throne. I think if they could communicate they could respect each other, maybe work out some accord.
Really, are humans and the necrons so different in many ways?
