I'm surprised someone has said you could leave out Ultramarine as by the Siege it's all about the loyalists buying time for Gullimans boys in blue to arrive, even Horus acknowledges that he has to defeat the Emperor before that happens,
None of what happened in Ultramar was particularly important to the overall plot, though. All that would be needed is something explaining that the Ultramarines are cut off by warp storms on the wrong side of the Galaxy (ie: what we were told before the novels came along), and leave that story for its own series later.
That last part is important if you're developing a TV series. Some of the suggestions here are, quite frankly, ridiculous even once you get over the improbability of there ever being a
HH TV series. 10 seasons? In today's commercial environment that's almost unheard of. What you'd need to do is find a very specific focus for the series, probably bank on getting no more than 2 seasons at the most, and build the narrative around that. By necessity that pretty much means you've got the fall of Horus, the Dropsite Massacre and the Siege of Terra, probably with a couple of minor detours in the plot to introduce the major players of the Siege - Blood Angels, White Scars, Death Guard etc.
If that proves successful then you can do spin-outs like the Ultramar stuff or maybe tell the story of the Shattered Legions as they try to regroup from the Massacre. You don't plan all that in as part of the initial series.
