Yes. Harlequins have been wrecking tournaments. Goonhammer had them briefly as the best army in 40K by win percentage (based on an early small sample). They won a few of the (still far and inbetween) larger tournaments. They have a few bad match-ups, but they excel into some of the other popular armies (e.g. Space Marines based around elite Infantry) and play the new missions super-well, both going first and going second (which is a tough call for many other armies).

Imperial Guard; I rarely see anybody else with Guard, and I'm not sure I've faced someone playing Guard since like early 8th. Everyone I know is like is Space Marines, Chaos Space Marines and Tyranids. Actually, of the dozen or so people I call my "friends" who play 40k, I am the only one who doesn't play Chaos Space Marines.
