not really i've been in quite a few events that defined the ruin as the area underneath a higher floor. this was quite clear and so the outside edge of the base wouldn't count

the best thing is to agree before the game begins

but touching shouldn't normally count

Also works as it's clearly definable and consistent.

Not sure I like the GW concept as I just know at some point someone will claim two L ruins are actually 1 building and everything in between counts as terrain.

At an Event it should be covered in pack, TO to define
Otherwise
If it has a base it's the base
If it doesn't but has upper floors its the area covered by floors
If it has niether draw a strait line between the open ends of individual terrain piece.
