Not sure what you mean but if it's nuclear fusion, that's not how it works. Nuclear fusion doesn't produce water, it typically consumes hydrogen and produces helium (and energy).

You could theoretically use nuclear fission to "crack" helium back into hydrogen, but that would consume energy instead of releasing any.

If you fuse enough nuclei you end up up with oxygen. It seems a bit complicated compared to mining the rings of saturn, as an example.

Please excuse any spelling errors. I use a tablet frequently and software keyboards are a pain!

When you burn hydrogen it combines with oxygen and water is created. But not lots.

I expect that there is a huge amount of water recycling, as 40K is based on a lot of dune’s ideas.

Fred’s water can be taken from comments and other planets

I like to think that history records a lot of things in 40k and blames the previous dark age of technology, age of strife etc people’s for the bad things that happen.

So “the Earth’s oceans were evaporated by petty warlords fighting each other.”

But in reality that could only be half true, the rest of the water has been used in the Emperors lust for power and control of the galaxy during the great crusade etc.

But rather than have him portrayed as an imperfect being in the history books, the imperium blames ancient wars etc etc.

(IIRC in Master of Mankind) Custod protagonist's mother was accused of 'selling last remaining ocean water' somewhere. Most probably off-world or for some kind of processing.

Ok, going out on a limb here and may get flamed to a crisp, but what if the elimination of terra's oceans was deliberate?

Seriously, suppose they needed more and more land area on terra and building habitats underwater was too expensive, so they just got rid of the oceans and covered the floors of the oceans with buildings for whatever reason they needed them.

What happened to the water? Who knows? The rulers of earth got rid of it as they needed more and more land area. Maybe it was broken down into gas, compressed and used for some starships life support and fuel systems.

Honestly i have no idea why terra has to have so many buildings on it with so many people who seem to be unnecessary on it, you'd think on terra every pregnancy would be planned and only occur when ordered and every life would be made for a purpose, every child strictly educated and indoctrinated from day one, as opposed to the planetary Calcutta it seems to be.

(God i hope no one here objects to my use of "Calcutta" as being offensive, insensitive, etc. It was just to make a point with a well known image.)

Maybe they figure with a ridiculous number of people there will be a 'home grown' supply of psykers for the emprah to eat if the black ships ever are stopped from running.

I reckon as soon as the first pilgrims arrived someone started bottling "genuine terran ocean" and selling it. they are now rich, and the oceans have been taken off-world!
