They're writing it in the context of specific "remain stationary" rule examples; but they're still making a blanket statement about the core rule.
The trukkboyz rule doesn't make any explicit mention of charging, so it still falls under their categorical ruling of "you disembark, you no charge."

The core rule change has no impact on trukk boyz. This change applies to things like Argent Shroud from sisters.

The section being amended on page 8 of the FAQ/errata is specifically the Rare Rules section regarding Rules that Count as Remaining Stationary - why view this as extrapolating to further than the specific area it is addressing?
Not saying it couldn't be clearer, admittedly, but there doesn't seem a way for this to affect units that don't have a "Remained Stationary" rule.

I agree this is confusing and not overly clear who or what it affects or why, which raises the best question yet: was the intent that all disembark after move rules prevented charges? Or all charges after disembarks? It feels like it's due to have a sister bullet point under transport rules.

I like how they buff some units of 'poor' DE but SM and other weak armies that look like garbage next to them are untouched. Bravo GW, incompetence or are the rumors of second SM book true?

TBH that sounded right to me so I played it that way but alas.
What is really dumb about this is that it nerfs fluffy combinations that occur in lore all the time (say, GK dual short swords) but leaves alone stupid, ugly looking, and unfluffy combo of two chainswords that I can't recall occurring in any book, comic, or 40K movie even once. Bravo GW
In ideal world, yes. But in badly balanced meta? You might actually have well balanced army that only gets to 55% by stomping underpowered opponents. In any case, nerfing it heavily while you 'lightly touch' factions getting to 70% is clearly absurd and a clear proof of incompetence

Pretty sure Saturnine has a scene where Loken is practicing with 2 chainswords. So hey, at least one instance of it.
he even does cool "spinny tricks" with them to "flick the blood off" so the chains don't lock up (from blood? gore?)

After reading the faq, I think that this means that you could not charge any units from disembark when their transport is being set up as a reinforcement. Even if the unit has ability to count as stationary. So, no charge from drop pod, but I'm not sure how people are mixing in the trukk boyz (wtf lol)?

Uhhh
Trukk Boyz: A TRUKK BOYZ unit can disembark from a TRUKK even if that TRUKK has made a Normal Move this phase.
edit: unless you're talking about Argent Shroud retributors, who now do not count as Remained Stationary after disembarking so take -1 to hit with heavy weapons.

Its nice to see some of the points changes bleed over into power level adjustments, I was hoping the update would come this month.
I'm very pleased with some of the necron changes. The changes to the destroyer and flayed one units mean that you can squeeze another entire unit into an army even at 50 PL, once you get to a regular 100PL/ 2000 point force you could get a second extra unit in. I do feel like some of the internal balance is skewed though. For example the doomstalker didn't get a PL reduction despite getting a points drop and the noble characters, destroyer characters and royal warden feel pricey.
I can definitely live with the increase in the cost of the technomancer and chronomancer - they were pretty ubiquitous and you can still fit them in lists with the other PL reductions but I might now look at the other crypteks without feeling bad! I've not even fielded the lovely psychomancer model yet.

Uh, no?
If a transport is set up as reinforcements, a unit that subsequently disembarks counts as reinforcements, as well. Additionally, a unit that disembarks ALWAYS counts as moving moved, and so can never benefit from a rule wherein it counts as having Remained Stationary.
Nothing about this prevents, say, Space Marines charging out of a Drop Pod.
