"Warhammer 40,000 is designed to be played with armies of a certain size. If the combined Power Rating of all the models you and your opponent want to use in a battle is less than 15 or greater than 300, then you may find that Kill Team or Apocalypse, respectively, better suits the scale of the game."

Honestly, we tend to run low PL games. 8PL each makes for tiny forces, but really fun games once you get over no CP, Open Play, no strata, but still using Dynasty/etc traits.

8PL feels very basic. That's barely a single squad each, and amounts to just running at each other in a contest of damage vs durability.

We tend to start there, then see who wins, they boost their PL and play the next mission, with the winner boosting again. The Open Hostility Pack has 3 different styles of missions with attackers and defenders being based on PL differences:

OPEN HOSTILITY MISSIONS
1-2 Annihilation
This mission is designed for battles with two armies of roughly similar Power Level.

3-4 Hold at All Costs
This mission is designed for battles where the Power Level of one player's army is at least one third more than, but less than twice that of, the other.

5-6 Death or Glory
This mission is designed for battles where the Power Level of one player's army is at least twice that of the other.

We've run a few rounds starting at 10vs10PL. We find that playing through the series of battles doesn't get stale, and we can try different stories. I've run 50PLof just Rippers and Scarabs fighting, all kinds of fun battles.

The other thing we make heavy use of are the Theaters of War rules from the Psychic Awakening series, they keep things from being stale. We usually have the Theater match the Defender.

Depends on the factions being played too, my Kroot can take a Shaper, a squad of 8 Hounds and a Great Knarlock at 8PL, my Necrons..I can run a Spyder and 2x3 Scarabs.
