Necromunda has access to full STC, though. Their black markets might have stuff way beyond the capabilities of most chapters.

No, this is just wrong. Yes, some chapters might kill them but most take the SM past their prime and give them various posts on chapter's battle barges and fortress monastery, overseeing stuff while chapter is campaigning and training new recruits. Hell, company/chapter banner is usually held by battle brother with the most commendations and that's often the oldest SM in the company/chapter who didn't become an officer for some reason or another.

To the original question, the Adeptus Mechanicus has access to really good bionics that substitute for brain functions; they're more likely to just replace parts of a damaged brain with electronics.

Yeah but the Mechanicus is extremely insular as as most Astartes Chapters. A Chapter might take special vehicle or weapons upgrades but letting the Mechanicus do weird things to an Astartes brain? Unlikely. That's even if the Mechanicus wants to share the technology in the first place which is also very unlikely.
