Imperial Fists have a psychic discipline and you complained it was bad, I am discussing what would make it good. Farseers seem to have a lot of very balanced powers if you go by lists that do well competitively, so naturally they are going to feature in a discussion about how to write a good psychic discipline. If Geomancy is a well designed discipline then there is no reason for me to fix it. If my previously designed psychic disciplines are even worse than Geomancy then I cannot fix Geomancy. Determining a method for determining whether the gimmick for Runes of Battle is right for Runes of Battle will allow us to judge whether any potential gimmick implemented to Geomancy is right or not for Geomancy.

I am sorry if you don't like the direction the thread is going. I think having 6 Stratagems with different names for each Legion that all do the same thing is completely silly. Rules names should convey what the rule does and if the ability is generic it should have a generic name and that generic name should be replicated across codexes. I think the Bitter Emnity Stratagem is a good way to allow a Chapter to have a bonus against specific enemies without it applying to the whole army all the time. Another good option for those kinds of things is Relics. I think the Tank Hunters Stratagem should be changed to adding 1 to the Damage characteristic, I don't know what the CP cost should be for that. Buffs should be additive, not multiplicative, so if Imperial Fists increase Damage against vehicles they should not be able to improve hit or wound rolls against vehicles, because the cost is static, but with stacking buffs the value fluctuates which makes the game unbalanced. I actually think bolter drill does it right here, the power is just too low. Doubling the effect might make it okay for 1CP. Necrons have the same Stratagem for 1CP and I never considered it to be too bad, just something I used when I needed to push damage to the max and I think that's probably best for Damage Stratagems, 10 extra bolter hits for 1CP probably wouldn't break anything.

If there was one Stratagem I would change to 0CP it would be Auspex Scan and then make it used in the Command phase to get rid of the gotcha aspect. Pain is a Lesson I'd buff and remove the reactivity of it, once again to remove the gotcha aspect, expecting people to know every Strat is unfair and one player knowing more of the rules of the game than their opponent isn't fair, you don't unlock special Chess moves in Magnus Carlsen's book, it's all emergent gameplay.

Anyway; regarding Tank Hunters: Iron Warriors have the Tank Hunters Strategem, it is also +1 to w, and it costs 1 cp for them. Old vs new codex problems. I think they ought to be the same.

Bolter Drill: You're not getting 10 extra bolter hits for 1 cp. Unless you roll spectacularly well, of course. Realistically you're talking maybe 6 or so extra bolter hits, if you're really going crazy with a bolter unit. This just isnt worth even 1 cp. I understand the hesitancy about making it a 0 cp stratagem. In that case, I'd suggest both changing it to 1 cp and making it stronger. 6s explode 2 additional times for 1 cp maybe. That would be about 12 extra bolter hits if you were really going in hard on a bolter unit. Or 6s explode 1 additional time and +1 to wound. That would be decent too.

Auspex Scan is a marine thing and not a IF thing specifically. Everybody should be used to playing against Auspex Scan. If not, remind your opponent about it when they are considering where to bring in reserves. No need for a gotcha on that.

I dont see pain as a lesson as a gotcha either. Again, different armies have different stratagems. Let opponent know in advance and it should be fine. 6+ fnp isnt really anything much anyway. Going in a different direction is fine though.... 5+ FNP and is put on in the command phase? I could get behind something like that too.
