Does anyone remember that urban legend/rumour in the early 2000's/late nineties that there was going to be a 'minor races codex' based purely on the assumption that since the Battlefleet Gothic additional ships compendium and the Battlefleet Gothic Magazines had a plethora of random disjointed rules for 'non-aligned' alien ships, there might've been a chance for their to be something similar for actual 40k?

I dont remember that, but I do remember looking at pictures in the 40k 3rd edition rulebook and wondering about new miniatures/factions based on the oddball ones like the jokero.
