Cities of Death says "Infantry" can use the key building strategems. It does not say "units that follow the rules of infantry" can use key building strategems.

Actually it says "infantry" can use the strategems. "Infantry" is a different type of unit (damn GW's lack of proper definitions.) If it makes any difference, note that the Combat Engineers strategem specifically refers to "Infantry" rather than "infantry."

It's difficult to form a clear idea of exactly what "infantry" means. GW seem to use the term interchangeably to mean (A) all non-vehicle units, (B) units of type "Infantry".

The BBB says that all units except vehicles use the same rules as infantry, except where exceptions are noted. Strategems are rules.
