I think they will both be useful. The ones with blowguns can provide a good screen with wider spacing than the ranked skinks (1/2" spacing between models). They can also march and shoot! So you could do that, get some shots off, then flee- rinse and repeat. Unfortunately, I'm seeing rumors about musicians allowing you to move and fire normally after a reform, but somehow I doubt it. It seems like it would be too good for you to be able to instantly recover and pull the same trick again. Can anyone confirm about that? I'll check next time I get to see the book.
The ranked skinks with kroxigors could be interesting. If you take enough skinks to be "stubborn" (i.e. have more ranks than your opponent) probably with a minimum frontage and 2 kroxigors in the 2nd row... I don't know. It has potential/possibilities, I think? But a simple unit of kroxigor themselves is now very appealing, as well (with no skinks).

what about horde? with four kroxigors with 32 skinks. Something like four ranks and a boat load of attacks.

Well, it'd be the ability to get that 3rd krox into combat with a normal 5x5 attacker block.
I mean, in that case, you are only talking about 9 skink attacks anyway (b/c the krox are getting most of those 2nd and 3rd rank slots).
Come to think of it, Krox cohorts are relatively a lot worse because those attacks from the 2nd/3rd row are coming where regular attacks would be under the new rules. So you are probably paying too much for that ability.

Blowpipes have had their range buffed.
Also, the rules state that "units with the poisoned attacks rule have it in close combat and when shooting."
So skinks maybe get buffed two ways.

Blowpipes didn't get the range buff...Javs did.
The jungle poison rule that skinks have specifies that it's ranged only.
