Hello everyone!
I need some advice as to how to make a heavy fire power and mobile eldar force totalling 1000pts
I would appreciate an army list and suggestions thanks!!

It all depends on if you want to be competitive or not.
People... would rather not make a list for you... rather critique and improve an army list.

The whole trick is to have two scoring units in near unstoppable tanks, plop the guideseers in there, and guide the vypers.
50 S6 shots, 36 of them twin-linked, and four S8...

Honestly, there is alot of different things you could do. I normally stay away from storm guardians but someone used them on me recently and I was pleasantly surprised how well they did. Here is what he used. Its similar to what I would field but with a big twist.
farseer, guide = 75

guardians (10), flamers (2), warlock, destructor = 127

walkers (3), scatters (6) = 180

48 strength 6 shots and 2 strength 8 krak missiles, and 6 flame templates...not too shabby...it could do the trick at low points.
