Imperial Guards or orks i'd say but imperial guards would be a priority imho

Without telling us what kind of armies you like, that's a really tough question to answer. Think to yourself what you would enjoy painting the most first, then work it down from there.

Also, not Necrons, ever.

I really like shooty army's
But an close combat army is fun too (always glad to see that your guys overkill the others)

this makes it hard to choose between IG and orcs
What about an (non-blood angel) space marine army (dark angels,space wolves, and so on)

Play Eldar if you want shooty, or Tau.

Orks are fun, simple as that, one of the most fun codices to play.

Dude if you want shooty 45 ork lootas D3 autocannon shots per dude nuff said
