I saw in a video overview that there is an Allies section in 8th edition rulebook. Would that mean that we could possibly be able to use units from allied armies? That would open up our potential tactics greatly.

Unfortunately, no. It's rules given for playing alongside other players. This idea has been thought before: Currently, if you want to play combining multiple armies you either need to dig up the old Dogs of War rules (which are pretty much "By Permission" only), convert one army so as to be composed of several (Undead, Empire, and Chaos seem to be the big three in this regard to represent multiple), or just straight-up ask an opponent's permission.

Bummer. I am feeling the loss of being able to field Beasts of Chaos and Hordes of Chaos together and thought that 8th might be giving that back...

GW is doing away with alliances in general. To my understanding, even the new Witch Hunter / Grey Knight / Inquisition / whatever-named Codex's for 40K are going to be dropping it.

Again, this shouldn't stop you from playing that way anyways: More often than not, if you ask your opponent's permission (and, if you must play in a GW store, they give you the go-ahead [they usually will if the armies are closely themed]), you have free reign over it. Heck, you can use that to play old army books too. Just don't expect it in tournaments or multi-store events.

Pretty noob on this, but are Dogs of War still in existence at all? I know some armies still have them, Ogre Kingdoms, for instance. Not sure I've seen it specifically removed, but...that's why I'm asking.

They can be used but you must have your opponents permission first.

I will eventually want to play in a tournament or two and in some of the fantasy game nights at the GW store closest to me, but generally, if I can get my 40k group to get into fantasy even on just the warband level then I will be playing amongst friends who would probably not care if I fielded Chaos Ogres and Chosen Chaos Knights or even a Shaggoth with my beasts. So...I will continue to build a legal Beasts force and bust out the Chaos boys just for fun now and then. Thanks all!

Maybe it's going to be errata'd, but does anyone know if Dogs of War will be allowed in 8th? Just curious because since it seems they got rid of different types of cannons, you could add a couple DOW cannons to an Empire list. Takes away rare choices, but still - not too bad if your heavy on other special choices.
