As I understand, a unit that takes a dedicated transport does not necessarily have to be deployed IN that transport, but no other unit can be deployed inside at the start of the game. Can I take a transport for a unit, just deploy the unit, and then put an outflanking reserve squad into that vehicle and thusly outflank inside of it?

No other unit may start in a dedicated transport except the unit that is purchased with it. Outflanking in the transport would be starting in it since reserves configurations are declared at the start of the game.

Short answer: No

Remember that a dedicated transport can only be deployed, and consequently can only be kept in reserve, either empty or transporting the unit it was selected for (plus any independent characters).
